Yes. Add SW CTA Popup or SW Popup Panel to the global footer content so the popup is available across the site:

  1. Open a page and choose Edit global content.
  2. Select SW Global Site Footer.
  3. Add the popup module beside the footer content.
  4. Configure the popup, then publish the global content.
